Abstract

According to a UN report on the state of the world’s water (2018), global water use has increased by a factor of six over the past 100 years and continues to grow steadily at a rate of about 1% per year. Water use is expected to continue increasing at the global level, as a function of population growth, economic development and changing consumption patterns, among other factors. The world population is expected to increase from 7.7 billion in 2017 to between 9.4 and 10.2 billion by 2050, with two thirds of the population living in cities.

In our opinion, in some cases, hydro policy can not only significantly affect foreign policy, but also predetermine it. We can also say that hydro policy is closely linked to domestic policy and domestic politics can sometimes even predeterminehydro policy. We will see the assurances of all this in the last chapters by the example of Turkey․

We argue that it is quite topical for Turkey, water conflicts also arised because of several factors, including territorial disputes (Syria), competition over resources (Syria, Iraq), or political strategic advantage (Syria, Iraq).

We can also add Ataturk dam in Turkey, which has temporarily reduced the flow of water into Syria and Iraq by 75% and raised tensions between riparian states (Turkey, Syria and Iraq).
