Abstract

The chapter reviews the significant ICT policies, regulations, and the role of affiliated institutions necessary to achieve the Digital Bangladesh Vision. In particular, this chapter provides a critical review of the policies, namely the National ICT Policy, National Telecom Policy, National Digital Commerce Policy, Digital Security Act, Broadband policy, etc. The review highlights that policies in some cases were premature in terms of lacking proper conceptualization of ICT-related emerging issues, unrealistic implementation targets, and approaches. A substantial lack of coordination among the government ministries and agencies does exist. The critical task is to identify the policy-related impediments that hinder the potential growth and development of the ICT sector, in general, and trade and investment, in particular. Appropriate policies and incentive mechanisms are also needed to be devised to reduce digital inequality across regions, ethnicities, and income groups.

A committee headed by late Professor Jamilur Reza Chowdhury of Bangladesh University of Engineering and Technology (BUET) was appointed by the government in June 1997 to critically review the policy barriers of the ICT sector, which is thought to be the stepping stone toward the development of the ICT sector.

E-commerce (electronic commerce) is the buying and selling of goods and services, or transmitting funds or data, over an electronic network, primarily the internet. These business transactions occur either as business-to-business (B2B), business-to-consumer (B2C), consumer-to-consumer (C2C), or consumer-to-business (C2B). F-commerce refers to conducting online business activities on a Facebook page or application. The principle of F-commerce is creating a new mode of consumption on the web: social shopping. Mobile commerce or m-Commerce corresponds to the use of wireless technologies and mobile phones for business purposes in particular (definitions are taken from various online sources).
