Abstract
The jurisdiction of the Ningxia mountainous region in the south includes counties such as Haiyuan, Xiji, Longde, Jingyuan, Pengyang, Tongxin, Yanchi, and Yuanzhou. The total area of the land is 30,500 km2 and the total population is 2,330,000, among which the Hui population is 1,150,000. They make up 59 % of total area, 44.6 % of the total population, and 64.7 % of the total Hui population in Ningxia. This region is a component of farming and pastoral eco-tone of fragility in Northern China. Its ecological condition is extremely fragile. Its environmental capacity is limited, its desiccation tendency is obvious, and its penchant for natural disasters is increasingly grave.
