Health and safety at the workplace is an important issue around the globe. Various international organisations, of which the International Labour Organization (ILO) is a major one, emphasise the importance of safe and healthy workplaces.

The rapid industrialisation has lifted hundreds of millions of Chinese out of poverty, but also has put significant pressure on work conditions, exacerbating the lax workplace oversight. Even in the recent years (2010–2014), the total death toll arising from workplace accidents remains still as high as around 70,000 and the standardised incidence rates remains higher than 1.0, although there is a downward trend over the period observed.
