High Speed Packet Access (HSPA) is introduced within the broadband wireless network paradigm as an extension of the Universal Mobile Telecommunication System (UMTS) which is standardized by the 3rd Generation Partnership Project (3GPP). The main objective of this technology is to enhance the data rate in the up- and downlink, and also to reduce the latency in both directions. In recent years, usage of real time and multimedia applications is rapidly increasing worldwide by demanding higher capacity and lower latency. In order to fulfill such requirements, 3GPP steps in by introducing the Long-Term Evolution (LTE) along with the System Architecture Evolution (SAE) as the foreseen broadband wireless access technologies.
