The given work is devoted to the development of models that form the basis of measurement activities in web-based monitoring and evaluation information system of university, which is a part of quality management system. The suggested models include the model of higher education establishment representing the properties of key business processes, the data sources model giving the description of allocation of relevant data on the web, the scoring model supporting those data transformation into scores, and the measurement model giving the mechanism of scores processing into the values of specified properties. In the given work we suggest to use Rasch model as a measurement model. The case study concerns the university research process. Our experiment represents the measurement of the level of research results publishing activity. The obtained results meet the requirement of reliability and can be used in management purposes.
