This thesis analyzes the ordinary legislative procedure of the European Union, the co-decision procedure (Art. 294 TEU), as democratic legislative procedure. It addresses the procedure, in which European Parliament and Council share the legislative responsibility, as implementation of the principle that the functioning of the European Union shall be based on a dual structure of democratic representation, which Art. 10(2) TEU lays down.
