3. Territorial Mobilisation and Left-Wing Partisanship: The Two (Parallel) Paths to Welfare Building in the Italian Regions

Abstract

The preliminary quantitative analysis presented in this chapter suggests that even when accounting for the well-known regional disparities in socio-economic development, both territorial and left-wing mobilisations have had a positive effect on the emergence of strong models of welfare in Italian regions. Overall, it can be argued that in Italy there have been two parallel paths to regional welfare building. The first one has been dominated by territorial movements that have sought to strengthen regional solidarities through the development of distinctive models of social protection. The other path has been characterised by the mobilisation of left-wing parties that have viewed regions as the main arenas in which their policies could be promoted and implemented.
