3. The Fragile States in the Global Security System

Globalization processes and the complexity of contemporary international relations mean that, as part of theoretical considerations, the issue of the “fragile state” is an attempt to combine four separate issues that are related to the problem of security and peace in the global dimension: (1) the issue of humanitarian aid, (2) human rights, (3) development and (4) international security. Despite their diversity and multidimensionality, however, the above factors focus on the dynamics of social and political changes in the state. To some extent, this explains the discrepancies that can be found in the definition of a fragile state, as well as in the different approaches of aid organizations to peacebuilding and statebuilding.
