The real Oaxaca decomposition: convergence within Mexico’s Oaxaca region in the twenty-first century—Do types of crime and religious belief matter?

Abstract

The paper empirically examines municipality convergence within Mexico’s southern Oaxaca region. We find municipalities are converging more rapidly than the “iron law” of 2% with up to 8% β convergence. Though homicides from the Drug War have negatively impacted growth, overall crime perhaps through strengthening local institutions has a positive but weak impact. Higher income inequality and Catholic belief are associated with higher per capita GDP growth in Oaxaca overall and within two microregions. The positive impact of a higher share indigenous population on growth in the relatively urban Valles Centrales microregion suggests a cultural element to policy making with the dependency ratio drag on growth suggesting a need for policies that give more attention to how retirees can continue to participate in the economy as well.

In 2003 and 2013, the single county Salina Cruz (census i.d. 20079) had GCP data that were very different from other years and distorted the entire sample weights. Assuming two bad data points, the GCP of 2003 is assumed to be the average of the 2000 and 2005 GCP of 0.0393 for 2003. For 2013, the 2008 weight of 0.0316 is used. Both are applied to the real GDP of Oaxaca region.

The Moran I test used in spatial analysis requires a “w” matrix usually created by (1) using adjacent borders with a binary matrix and/or (2) a distance between two main cities matrix. With the counties so small using either would potentially overweight nearby counties’ importance and exclude other more distant counties that might be equally influential. Whether clusters of municipalities with spatial links exist is beyond the scope this paper with spatial issues only controlled by the analysis of the two microregions in addition to Oaxaca overall.

We applied the convergence model to these data including a trend and zonal fixed effect. In all cases, at the 1% level, absolute convergence was found even if we limited the sample strictly after the 1995 Peso crisis by starting with 1998 instead of 1992. An IV approach for the 2000s by using the mean of the pre-Peso crisis means (1992–1994) for each zone as an IV on the right-hand side of the model was a poor fit with R-squared levels below 0.01, so we could find no evidence countering a conclusion of statistically weak absolute convergence during the sample period for the overall economy.

A sensitivity test can be done to examine the growth rate 2000–2010 using the 1990 level as an IV for the initial 2000 level as measurement error in the initial level could bias results toward finding convergence (Ravallion 2012). However, the 1990 IV represents a pre-NAFTA/Peso crisis economy that has just opened up to trade under GATT in 1986, so we cannot with such limited Gini data separate any econometric benefit from the potential cost of using a single-year Gini perhaps too far back to be a good IV. Results not shown here indicate when using a 1990 Gini as an IV for the decade of 2000–2010, only Costa and Istmo microregions converge, while Oaxaca overall appears to diverge though the goodness of fit is quite low.
