Abstract

What is the impact of terrorism on the structure of state budgets? The contribution investigates this issue under the aspect of Wagner’s law and Schmoller’s emphasis on social welfare legislation. In particular, he argues that after 9/11, “a tectonic event in U.S. history”, protection of the population against terrorism has become an important function of the state, thus becoming an unforeseen new driving force for expansion of public expenditure.
