The weakest-link model of brittle fracture initiation introduced by Beremin
et al
. [

] has had substantial success in describing the inherent variability (scatter) in fracture toughness values for steel samples failing by cleavage. A project was initiated at MTL/CANMET to explore the applicability of the weakest-link model to Charpy absorbed energy. In the course of this work, fracture toughness tests using standard three-point-bend bars were performed. The results of these tests were unexpected, and are reported here.
