Zusammenfassung

Der Forst- und Holzsektor ist ein wichtiger Baustein der Bioökonomie. Die nordeuropäischen Länder sehen die Ressource Wald und die starke Forstindustrie als wesentlichen Faktor für die Entwicklung einer wettbewerbsfähigen, bio-basierten Ökonomie und haben den Begriff „forstbasierte Bioökonomie“ geprägt. Ob eine forstbasierte Bioökonomie in anderen Teilen Europas, in denen der Forstsektor politisch und wirtschaftlich eine geringere Rolle spielt, ebenfalls möglich ist, bleibt jedoch unklar. Zwar ist die Forst- und Holzwirtschaft in Deutschland ein wichtiger Wirtschaftszweig, im Vordergrund der Diskussion steht jedoch eine technologie-fokussierte „lignozellulosebasierte Bioökonomie“, die insbesondere auf chemische und biotechnologische Prozesse abzielt. Anhand eines akteurszentrierten Vergleichs der Bioökonomie in Deutschland und Finnland fokussiert dieser Beitrag auf die politische Dimension der forstbasierten Bioökonomie. Konkret fragen wir dabei nach den Akteuren, die an einer forstbasierten Bioökonomie beteiligt sind und nach ihren Überzeugungen und Visionen hinsichtlich der Bioökonomie. Der Vergleich der beiden Länder ermöglicht uns auf Lücken in den Netzwerken hinzuweisen und damit gleichermaßen die Möglichkeiten und Grenzen einer forstbasierten Bioökonomie auszuloten.
