Abstract

Customs brokers are among the foreign trade operators who stand shoulder to shoulder with customs services worldwide. These professionals, who are duly represented within the Private Sector Consultative Group (PSCG), arrange for the clearance of goods before customs on behalf of importers and exporters. In this chapter we discuss the optional or mandatory nature of their services, fees and charges, examinations and how licenses are granted in different countries.

Chapter 8 of the RKC (WCO). Standard 8.1: Persons concerned shall have the choice of transacting business with the Customs either directly or by designating a third party to act on their behalf.

Article 10.6 of the TFA (WTO). Paragraph 6.1: Without prejudice to the important policy concerns of some Members that currently maintain a special role for customs brokers, from the entry into force of this Agreement Members shall not introduce the mandatory use of customs brokers.
