A New EWM-FCM Approach to Optimize the Allocation of Water Ecology Compensation Funds

Abstract

In compensation events in some parts of China, funds for water and ecological compensation are usually allocated using the factor allocation method, which often fails to satisfy all stakeholders and affects the overall efficiency of ecological compensation Managers need to rethink the effectiveness of the fund allocation method in order to reduce stakeholder complaints and maintain the stability of the ecological protection system. In addition, the dynamic adjustment of the weights in the funding allocation process is an important means of satisfying stakeholders in real time. This paper is based on the entropy weight method (EWM), which has an objective weighting process, introduces fuzzy cognitive map (FCM) theory, integrates objective entropy weights with the state values in FCM, and uses the advantages of the objective assignment of EWM to compensate for the subjective nature of the initial assignment of FCM. At the same time the correlation weights of FCM provide a feedback mechanism for EWM allocation, which makes EWM dynamically adjustable and enhances the practicality of EWM allocation, resulting in an EWM-FCM integration method. The feedback function of the method was used to calculate the case of water ecological compensation funds allocated for the Yellow River (Henan section) in China, and a variety of options for the allocation ratio of water ecological compensation funds were calculated. Stakeholders could choose the appropriate option according to the agreement, which improved the efficiency and satisfaction of the allocation.
