In recent years the view has become popular in many OECD countries that a country has a healthy industrial structure if it has a high share of high tech industries and a low share of traditional industries like textiles and steel. Therefore, industrial policy in these countries introduced programmes for reallocating resources from traditional sectors to high tech sectors in order to increase national welfare.
