Software development is by its very nature a research and development effort. Consequently the products and by-products of this effort, especially the requirements, are subject to change. In addition software products are made up of a large number of interdependent components. Changes to these products, by-products, and components are, in many cases, made without updates to the project budget and schedule. This failure to update budgets and schedules is the single greatest cause for late, over-budget, unreliable, or incomplete products.
