A large number of industrial sectors is affected by enforced environmental requirements, and therefore a cost-optimal transformation is essential for the economic and environmental efficiency both of companies and regions. Techno-economic dynamic optimisation models - like ARGUS - have been developed and implemented for various European Countries. The resulting cost functions for various scenarios are essential for the multi-national allocation of emission reductions. Cost-discounting effects and the temporal pathway of the implementation of emission reduction options within a given planning horizon (up to 2020) are considered. The results can be used to analyse the cost-effectiveness of environmental legislation and for emission projections and inventories.
