Before the individual blocks (views) of an information system can be modelled, the semantic starting position must be available. This contains the goals to be pursued by the information system, the weaknesses of the existing System that are to be eliminated, and the essential features of the planned concept of the System to be developed. As many factors as possible from the function, organization and data areas, including the interdependences existing between them, need to be recorded, so that they can be formalized and further refined in the subsequent steps.
