Zusammenfassung

In der internationalen Sicherheitspolitik treten zunehmend neuartige, netzwerkförmige zwischenstaatliche Kooperationen neben bisherige, vertraglich begründete Institutionen. Die vorliegende Fallstudie untersucht vor dem Hintergrund der theoretischen Konzeption transgouvernementaler Netzwerke die Proliferation Security Initiative (PSI) als eine solche neue Kooperationsform. Es zeigt sich, dass die PSI mit ihren spezifischen Merkmalen wie Schnelligkeit und Flexibilität in Bezug auf operatives Handeln aktuellen sicherheitspolitischen Bedingungen in weiten Teilen entsprechen kann, gleichzeitig jedoch Probleme politischer und rechtlicher Legitimität aufwirft.

An der Operational Experts Group beteiligt sind Vertreter folgender Staaten: Argentinien, Australien, Dänemark, Deutschland, Frankreich, Griechenland, Großbritannien, Italien, Japan, Kanada, Neuseeland, Niederlande, Norwegen, Polen, Portugal, Russland, Singapur, Spanien, Südkorea, Türkei, USA (Foley 2009, S. 2; NIPP 2009, S. 415).

Dabei handelte es sich um Australien, Deutschland, Frankreich, Großbritannien, Italien, Japan, Niederlande, Polen, Portugal und Spanien (Khurana 2004, S. 246).

Besonders aktive Mitglieder sind hier Australien, Deutschland, Frankreich, Großbritannien, Kanada, Neuseeland und die USA (Dunne 2013, S. 41).
