The FOI analysts say Russia used gas weapons (supply cuts, direct threats, price impositions and certain teke-overs) 55 times between 1991 and 2007. Only 11 incidents were unrelated to political pressure and were due to technical faults. FOI, p.81. Russia's cutting off of gas supplies is not just an instrument of pressure used by contemporary authorities in the Kremlin. President Boris Yeltsin also took advantage of it, such as in the winter of 1992/1993 Russia cut off supplies to Estonia, Latvia and Lithuania. To the latter, it only cut off supplies nine times in 1998–1999 to get the authorities in Vilnius to cede control of Lukoil's transmission infrastructure (Larsson 2007).

This was the second Green Paper, as in 2000 The European Commission presented the Green Paper: Towards a European Strategy for the Security of Energy Supply. The document pointed to the EU's growing dependence on imports and warned that after enlargement (which came four years later) this dependence would become even worse. Another document that confirmed the threat of growing dependence on imported energy resources was the 2003 European Security Strategy. From then on, energy security issues were integrated into the EU's Common Foreign and Security Policy.
