Abstract

The article delves into the complex relationship between fiscal decentralization, regional disparities, and corruption control in India. It begins by discussing the global trend of decentralization and its theoretical underpinnings, highlighting the mixed views on its impact on regional inequality. The authors then present a comprehensive review of the literature, emphasizing the importance of institutional quality and governance in achieving regional convergence. The study introduces a novel corruption control index to measure anti-corruption efforts at the state level and examines how these efforts mediate the effect of fiscal decentralization on regional disparities. Using panel data from eighteen major Indian states over 2001-2015, the authors find that fiscal decentralization is negatively associated with regional disparity, and this effect is stronger in states with higher corruption control efforts. The study's robustness checks and sub-sample analyses further validate these findings, offering valuable insights into the policy implications of decentralization reforms in India.
