Friends and Foes: How Coalition Formats Shape Voters’ Perceptions of the Party System

Abstract

This study looks at the effect of coalitions between parties on how similar citizens perceive the parties that participate in these coalitions to be. We build on different strands of literature to argue that citizens use information on which parties coalesce with each other as a heuristic to make judgments about the similarity of these parties, and that partisan identifiers of the parties in question should be especially sensitive to this signal. We test these claims using panel survey data from the German state of Baden-Wuerttemberg, collected between 2011 and 2016, a phase in which the party system went through profound changes in government composition, especially with the Green-Christian Democrat coalition formed in 2016. We find that while coalitions do indeed make the parties involved appear more similar, how this effect plays out depends largely on the structure of the party system.

Of course, the reverse statement is not true, especially if a voter’s ideal point lies directly between the positions ascribed to the parties, which could lead to a null finding even if the argument laid out here is correct (we thank an anonymous reviewer for pointing this out). Empirically, however, this seems to be not much of an issue (see analyses and footnote 6).

When this is the case is not an obvious decision. Here, we use the date on which formal coalition talks began, i.e. March 31st 2011 for the start of the Greens-SPD coalition (Spiegel Online 2011) and April 1st for the start of the Greens-CDU coalition (Stuttgarter Zeitung 2016b). Coalition talks are distinct from exploratory coalition talks (Sondierungsgespräche) in that they are typically held exclusively between the prospective coalition partners and serve the negotiation of the coalition contract rather than deciding whether a coalition will be formed. Another possible cut-off date would be the signing of the coalition contract, but that would ‘prolong’ the life of the previous coalition for quite some time after the election. It would also drastically reduce the variation in the respective variable since our data set would no longer include the Greens-CDU coalition.

One example that is often given to explain unfolding is to imagine the preference space as a table cloth: If we lift up the cloth precisely at an individual’s ideal point of, we see her preference order. To see the underlying dimensions of this order, we need to unfold the cloth and put it back flat on the table.

To ascertain which of the mechanisms identified above is at work, it would be helpful to test if respondents perceive parties in coalition to be more similar ideologically. The respondents in our data set were asked to place the parties on a left-right scale, but unfortunately only irregularly (specifically, the change of government in 2016 is not covered); consequently, we do not use these data for our main analyses. However, estimating our models with perceived party difference, computed with ideological placements’, returned largely comparable results (not shown here), albeit (due to the reduced data base) with reduced statistical significance.

The coefficients’ patterns of models 2 through 5 remain substantially the same if, instead of multilevel models, we use OLS regressions (without the manifesto variables) with fixed effects for survey wave and party dyad (not shown here).
