18. Kontraproduktives Verhalten durch Schädigung öffentlicher Güter

Zusammenfassung

Dieses Kapitel beschäftigt sich mit Erklärungen zu kontraproduktivem Verhalten durch Schädigung öffentlicher Güter. Aus Sicht der Sozialen-Dilemma-Forschung stehen Individuen häufig vor der Wahl, einen persönlichen Profit zu machen und der Allgemeinheit zu schaden oder zu kooperieren und dem Gemeinwohl zu dienen. Als Beispiele für Kontraproduktivität werden umweltschädliches Verhalten, Vandalismus, Wirtschaftskriminalität und Schattenwirtschaft anhand verschiedener Theorien erörtert. Das soziale Dilemma der Einkommenssteuer wird explizit aus ökonomischer und psychologischer Perspektive beleuchtet. Während nach dem ökonomischen Standardmodell der Steuerhinterziehung Steuerpflichtige lediglich durch Kontrollen und Strafen vom Hinterziehen abgehalten werden können, spielen aus psychologischer Sicht weitere Faktoren wie Gerechtigkeit, Normen, Moral und Vertrauen für die Bereitschaft, Steuern zu zahlen, eine Rolle. Vertrauen in den Staat könnte hierbei entscheidend sein, ob sich Steuerzahler rational und somit kontraproduktiv für die Allgemeinheit verhalten oder freiwillig einen fairen Beitrag leisten.
