As the number of vehicles in use increases in all developing countries the most severe congestion is being experienced in urban areas where the number of junctions severely restricts traffic flow. While restraint on car use can well be expected in such areas in the future, it is still necessary to increase the capacity of junctions for a balanced highway system.
