This paper provides a locational assessment model from a multiple criteria perspective through the utilization of fractional programming. The particular application provides decision support for the siting of a long-term health care facility. The paper extends spatial efficiency measurement methodologies by using Data Envelopment Analysis (DEA) to estimate the relative siting efficiency of 27 planning districts in the Northern Virginia region. The study identified Pareto-optimal sites as potential locations for a new 120 bed long-term care facility.
