One of the major problems in the development of management information systems is the lack of any usable quantitative criteria to judge the value of the major product of the system information. There is a critical need for the development of measures and techniques for assessing the value of information. Of course this does not prevent large information systems being designed, because normally in the design of such systems the value concept is not made explicit.
