The title of the intervention that I have been asked to make suggests, in my opinion, at least two things. First, it suggests an effort to turn firmly toward the future, and the future I will put forward will occur based on very concrete elements which predetermine, it seems to me, the geo-strategic plan which the Europeans will have to use and, at the same time, the means that they will have to use in order to be able to react to events whose outcome remains to be seen.
