I would first like to focus on a bit of chronology, based on my own involvement with these issues over the last several years, to share with you the way I’ve seen the relationship between the U.S. and the European Union on trade and environment questions evolve. It has been a changing story, and one that has important implications for where we are going to move in the future, as we try to come to resolution on these issues that have so vexed cooperative agreements over the last several years.
