We would like to join with the previous speakers who have made very knowledgeable, very information presentations, particularly in the area of environmental management. Let me give an analogy of two approaches related to management. Yesterday when we climbed up to the Medeo’s dam, I noticed that one of the men at the trail’s end put some people on horse back, but the horse went in the wrong direction. The owner took the horse by the tail and turned it to the right track. This is an example of one type of management! The owner of the horse knew how to change the direction of the horse, but only after the fact. We know that we should not overexploit the water resources, but we are still pulling the horse by the tail instead of planning ahead.
