Strategic decision problems are complex, ill-structured, inter- or intra-organizational problems, characterized by a number of stakeholders looking at the problems from different perspectives (Linstone, 1984). It has been revealed in several studies that significant differences in the views of the stakeholders may exist, concerning: (i) the problem to be solved, (ii) objectives and the hierarchy of goals, (iii) past and future states of the environment, and (iv) possible alternative actions, their consequences and associated value; (Checkland, 1981; Mason and Mitroff, 1981; Kleindorfer and Yoon, 1984).
