The introduction of new technologies invariably leads to conflict. The nature of these conflicts, however, seems to change as the scale of the new technology becomes larger. The destruction of the spinning machines by the Luddites is easily understood in terms of personal interest. Conflicts over nuclear power and national data banks, on the other hand, are harder to conceptualize in the traditional terms of political ideology or personal interest.
