Zusammenfassung

Militärische Macht ist nicht nur von relativen Potenzialen abhängig, sondern ebenso von technischen, sozialen und normativen Faktoren. Ihre Eigenschaften unterliegen Wandlungsprozessen, infolge derer sie jeweils unterschiedliche – stärkere oder schwächere – Akteure und unterschiedliche – symmetrische oder asymmetrische – Strategien begünstigt. Bis ins 20. Jahrhundert hinein gab es eine zunehmende Konzentration von Macht. Doch in der Gegenwart erlangen schwächere Akteure überproportionale Wirkungschancen, die zu einer Fragmentierung von Macht führen.
