Abstract

This paper explores the link between governance mechanisms and innovative learning in industrial clusters. We employ a grounded theory approach, investigating five manufacturing clusters in China. Our research identifies the causal relationship between governance mechanisms and innovative learning. In particular, our findings suggest that different governance mechanisms lead to the building of different types of networks (local versus extra-local networks) that explain the explorative versus exploitative learning tendencies of the cluster. We find that: (1) cluster governance has significant influence on innovative learning, thereby suggesting a connection between an institutional construct (cluster governance) and a behavioral construct (innovative learning) that warrants further examination, (2) with an appropriate configuration of internal mechanisms, cluster governance can promote the efficiency of cluster firms’ exploitative learning by coordinating local and extra-local network relationships, and (3) cluster governance mechanisms such as economic hierarchy, local regulation, and association autonomy have unique influences on developing extra-local relationships in a cluster’s dual networks to enhance exploratory learning by firms within clusters.

For example, in reference to the inter-organizational learning, de Holan et al. indicated that “collaborations and alliances designed to facilitate learning often involve multiple points of contact between partners that can lead to employees picking up detrimental knowledge that was not on the learning agenda” (de Holan et al., 2004: 51). In some circumstances, organizations need to “unlearn” or “forget” obsolete past experiences or inappropriate external knowledge, so as to remove barriers to innovation.

Similar concern for trust can also be found in the cluster governance literature in dynamic perspective, e.g., Iammarino and McCann (2006), in which they synthesize the general categories of governance structures of industrial clusters.

Although these examples offer evidence for the strengthening of local regulations, whether these local policies can have actual effects still needs verification.

According to Pelikan (1994), we distinguish “institution” from “structure.” While institution refers to the abstract rules of conduct, structure refers to the more concrete manifestations including actors and the relationships between them.
