I have been working on trade/environmental policy issues in the OECD, GATT, and other related organizations since 1991. When the work in the GATT Committee on Trade and the Environment (CTE) came to a virtual standstill after the Singapore Conference at the end of 1996, I was asked to participate as a panelist in the Shrimp-Turtle case. The last year or so has therefore had some interesting experiences for me.
