Lobbyismus aus der Perspektive der verhaltensökonomischen Theorie der Politik

Zusammenfassung

Aus Sicht der verhaltensökonomischen Theorie des Lobbyings setzt Interessenvertretung früher an als in der Rational-Choice-Theorie. Sie spielt bereits dann eine Rolle, wenn es um die Herausbildung politischer Präferenzen geht und sie setzt beispielsweise bei der Erwartungsbildung unter Unsicherheit an. Die Interessenvertretung kann sich auch Phänomene wie widersprüchliche und nicht-eindeutige individuelle Präferenzen zunutze machen. In diesem Beitrag wird diskutiert, was die genuin verhaltensökonomische Perspektive auf Politik ist und wie Phänomene wie expressives politisches Verhalten, Framing und das gezielte Ausnutzen von Heuristiken und Verzerrungen Ansatzpunkte für Lobbying bieten können. Die theoretischen Überlegungen werden anhand von zwei Fallbeispielen illustriert.
