Abstract

The spectacle of a disaster produces an outpouring of event-specific neologisms that can also impede effective communication across its many stakeholders. This presents multiple problems where recovery efforts require coordination of multiple stakeholders.

In her book, Global Compassion (2009), McCleary characterizes PVOs as non-profit and tax-exempt humanitarian assistance agencies distinct from NGOs since NGOs can also include for-profit companies. For the purpose of this research, such distinction is not critical to understanding, thus more widely used term of NGO and INGO are used to refer to local and international professional agencies engaged in humanitarian relief and development.
