Over two decades ago (1992), a short paper entitled ‘The Inverted Management Pyramid, or: The Mevorach Principle’ was published in Public Administration. In his acceptance letter, the journal’s editor at the time wrote to the above author that he was willing to publish the paper under the assumption that it was humorous, anecdotal and somewhat cynical, in the spirit of other well-known, less scientific laws/principles formulated by the likes of Parkinson (1955), Peter and Hull (1969) and Murphy (Bloch 1977). Well, not any more. The most recent parliamentary elections in Israel have vindicated the principle, providing striking evidence as to the relevance of its somewhat cynical suggestion. …
