Conclusion

Finally, in retrospect on the research questions and the objectives that were formulated (in chapter 1.2), the following remarks summarise the results of this research endeavor.

A holistic, integrated framework has been assembled based on cybernetic theory. Stafford Beer’s managerial cybernetics and in particular his Viable System Model provided the primary essential contribution that facilitated the integrative perspective taken. The framework was then complemented and sharpened by various other system theories and was further inspired by the works of experts in Political Science, Governance, and New Public Management (for a complete list see chapter 1.3.2). It is only due to these theoretical predecessors that governance systemic foundation and framework have been possible.
