1. Designing a Future Europe

Europe is trapped between two superpowers fighting for supremacy. This presents a serious policy issue. To get through their stuck state of affairs, Europeans need an upgraded operation system, as the very concept of internet governance is still new. This includes strategic thinking about new alliances, ongoing brain drain, global tech investments, and long-term public investments. This work package includes relocating and connecting tech hubs in Europe, but also countries in Asia that are currently doing better than Europe, and smaller hotspots fighting for a new position in the global world order. The competition can be led by colleagues from regions of the world that have not yet been competitive, such as from Asian and African countries. This political challenge also includes the understanding of myths and desires originating from European cultures that can hinder progress of the European societies in the digital world. The political goal for Europeans should not be only improving knowledge, skills and strategies. Europe needs a wide-ranging structural overhaul, with big picture thinking in politics to reflect rising risks.
