Until 1991 Lithuania followed the same economic trajectory as the Soviet Union. The integration into the Soviet networks of production remained the dominant factor of industrial organisation. The final collapse of Soviet central planning, a systemic shock, caused widespread disruption in both trade and financial links, which in turn led to shortages of goods and raw materials, loss of export markets, disfunctioning of payments and monetary arrangements, and a ‘wait-and-see’ attitude among enterprise managers.
