Abstract

The economic history of modern Russia is portrayed to understand the mindset and constraints of today’s policymakers and businessmen. The chapter examines the consequences of decades of dysfunctional central planning for Russia’s regional development and its continued state centered approach to the economy. Yet it also reverts back to her Czarist past: the delayed liberation of the serfs, the modernization of agriculture, transportation and education, early industrialization and mass urbanisation. A case study of the trading company Von Wogau and Co illustrates the challenges. The tentative liberalization after 1905 was followed by the war economy, war communism, the New Economic Policies and collectivization. The chapter also covers the Gulag economy, Stalinist war and post-Stalinist post-war economic policies, the reformist failures of Gorbachev and examines the challenges faced by Yeltsin and his young reformers.

There are strategic lessons to be learned from this Civil War experience but also from Napoleon’s march to Moscow in 1813, via the German and Allied advances in 1917–1918 up to Hitler’s attack in 1941: without effective control of her landlocked industrial center region Russia cannot be defeated, strategically a very tall order indeed.

During the same time there had also been forced labour condition on across the Japan Sea on Sado island its gold mines with similar horrific conditions during the Meiji era in Japan. The mines can still be visited.

A Spanish invention in the Cuban war in 1885, equally used by the British in the Boer war of 1900, by the Americans to intern Japanese civilians in Western desserts during 1941–1945, and perfected in SS run camps mostly in what is now Poland—both as penal labour, but also as extermination camps. All had in common that the inmates were innocent civilians, had the wrong nationality, class or religion and that the death rate usually stood at a horrific 25–30%. Also the French in the nineteenth century had their forçats in shipyards and in Guyana.
