Global emissions of methane and nitrous oxide are projected to grow by 25% in 2010 compared to 1990 emissions from 7.6 to 9.5 GtCO2-eq. Identified emission reduction measures may reduce in 2010 emission to 90% of the 1990 level. A large share of the emissions reduction can be implemented at low costs. Nevertheless, various barriers, like juridical, cultural, lack of awareness and capital requirements may obstruct full exploration of the potential. CDM and Л might be a helpful tool for implementation of measures in regions with lack of capital. However, allocating emission credits may give rise to conceptual problems.
