Abstract

The US trade policy for ethanol affects imports and all aspects of ethanol production and use. The paper reviews U.S. trade policy for ethanol and then examines the pattern of imports of ethanol. Despite high tariff barriers the U.S. is a major ethanol importer and we document the pattern of ethanol imports over the past decades. We then show how ethanol imports have responded to market conditions. We find that the demand for imports is likely to have been very elastic in recent years. Our econometric estimates show how ethanol imports have responded to market conditions. We find a significant supply elasticity for imports into the U.S. of about 3.0. Finally we use the forgoing analysis to discuss potential impacts of trade policy changes under alternative market conditions that depend crucially on domestic biofuel policies.

Elobeid and Tokgoz used -0.43 as the total demand elasticity in their simulation. Their study was calibrated using 2005 data when U.S. produces only half of current U.S. capacity.

Elobeid and Tokgoz used the supply elasticity of 0.65 in their simulation.

Martinez- Gonzalez et al. (2007) estimated the price elasticity of U.S. import demand and the estimated elasticity was 3.84.

Their simulation analysis indicates that the elimination of the U.S. tariff on ethanol imports increases the world price by 23.89% and Brazil net exports by 63.96%, which implies the import supply elasticity of 2.2 (note that some of Brazilian exports are rerouted through the Caribbean basin countries before it reached the U.S.).

Elobeid and Tokgoz (2008) had a larger price impact. Their study indicates that the elimination of the U.S. tariff on ethanol decreases the U.S. ethanol price by 13.6% and increases imports by 200%.
