Abstract

The Chinese Government has set various goals toward building China into a moderately prosperous society in all respects. These goals concern economics, politics, culture, society and ecology. One of the most arduous tasks is to “greatly reduce the size of the population living in poverty”. The poverty line in the rural area has been raised continuously as the income level of the rural residents has increased since China implemented the reform and opening-up policy. In 2011, the poverty line increased to a net income of 2300 yuan per person for the farmers. This is roughly equivalent to the international poverty line of 2 PPP (monetary unit of international dollar). By this criterion, still over 122 million rural residents lived in poverty in 2011. Though the number was reduced to 98.99 million in 2012, it still made up 10.2 % of the registered rural population.
