Abstract

Knowledge construction is a result of awareness, complex information processing and operational expertise based on the flow of action/communication/confirmation in critical environments, like aviation. A flight is accomplished when we can reach from point A to point B with safety and operates in a communication continuum (air to ground, ground to air by means of communication devices, hardware indicators and sensors). The book focuses in flight realities in military and civil aviation. Transportation systems, and mainly aviation, is a growing sector in world economy and society. It is a sector with remarkable safety record and prominent publicity. This chapter explains the communication roots and orientation of the operating knowledge applied in aviation, as well as my personal background, aviation engagement and involvement in investigating tacit knowledge owned by pilots and air traffic controllers in their operating and decision-making process. In most cases, these experts claim novel status and ultimate jurisdiction over that knowledge, which this book is unpacking in a story-telling manner.

In a formalized manner, the term “critical infrastructure” could be perceived as, namely, systems and assets, physical or virtual, so vital that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters (it is the meaning provided in Section 1016(e) of the USA Patriot Act of 2001 (42 USC 5195c(e)). Typically such type of infrastructure includes sectors like chemical and commercial facilities; communications; critical manufacturing and dams and emergency services; defense industrial base; energy and financial services; food and agriculture; government facilities; healthcare and public health; information technology; nuclear reactors, materials, and waste; transportation systems; and water and wastewater systems.

Tom Davenport’s influential work on knowledge society, knowledge workers, and responses to automation is quite compatible with the knowledge-oriented operating flight deck, where human actors coordinate operations, experience their awareness, decide, act, and communicate in a highly mediated environment. One of his premises that “a lot of brain work including empathy – cannot be codified” connects the knowledge-working with the human actors. Davenport is the President’s Distinguished Professor of Information Technology and Management at Babson College, the co-founder of the International Institute for Analytics, a Fellow of the MIT Initiative on the Digital Economy, and a Senior Advisor to Deloitte Analytics.

In this study my approach is closer to the methodological school of Strauss in a hybrid manner with selective concepts from Glaser towards what works better for the data and the participants of the study. A grounded theory approach is not concerned solely to propose academic insights but also aims to show “why and how the theory can be used in practice.”

Souda Bay: Critical to NATO’s Response. In 1990, the Hellenic Navy provided its naval base to the USA, creating NSA Souda Bay, which occupies about 110 acres and shares a home with the Hellenic Air Force’s 115th Combat Wing and a Greek F-16 base. Hellenic Naval Bases are located on the north and south coasts of the Souda Bay harbor, and there is a civilian airport nearby in the city of Chania. NSA Souda Bay has supported US Air Force and Navy reconnaissance aircraft missions and other joint American and multinational operations. Currently, Souda Bay is the southernmost fighter base in NATO with one runway at the Hellenic Air Force’s 115th Combat Wing, 31 Theater Air Base Vulnerability shelters and munitions storage. It is a very common phrase in flight schools and aviation safety instructions. Aviate, navigate, communicate (A-N-C) is a phrase reminder of the pilot-in-command priorities during emergency situations and problem-solving. Aviate – maintain control of the aircraft. Navigate – know where you are and where you intend to go. Communicate – let someone know your plans and needs.
