7. Institution-Building and Institutional Corruption: The Port of Belgrade Privatisation and Swine Flu Scandals

Abstract

Two further high-profile corruption scandals—the privatisation of the Port of Belgrade and the government’s procurement of swine flu vaccines—characterise the period between 2008 and 2012, under the fourth post-Milošević government. As is shown, the concept of corruption became contestable to the extent that actors in the anti-corruption debate accuse all other actors of corruption for supposedly reinforcing corrupt mechanisms discursively or by adopting inadequate legislation. The chapter argues that notions of power and the abuse of power were at the core of how concepts of corruption evolved during this period.
