Abstract

This study analyses the effects of participating in further training on the levels of job satisfaction reported by workers without and with disabilities in Germany. Using longitudinal data from the German Socio-Economic Panel which covers the period 1989–2008, we estimate a “Probit Adapted OLS (POLS)” model which allows us to identify the determinants of job satisfaction for people without and with disabilities. The results show that the participation in further training increases the levels of job satisfaction reported by all workers, although this increase is significantly lower among workers with disabilities. In addition, no significant differences in terms of job satisfaction were found according to the number of courses attended by disability status. However, significant differences were found between participants without and with disabilities if the duration of training was more than 1 month. From a public policy perspective, these findings show the need to redesign and implement innovative training programs for people with disabilities which contribute to increasing their levels of job satisfaction within the German labour market.

The reason for using this measure is due to the fact that if we look at the GSOEP questionnaire we find that the work limitation question has been changed over time and it was not asked in all its waves (from 1988 to 1991 and in 1993 and 1994, or at all from 2002 onwards).

According to Georgellis and Lange (2007), it is worth mentioning that this training question concentrates on rather formal avenues of learning, such as written learning materials, courses, seminars and conferences. Therefore, the available data do not allow us to investigate the effect of more informal training on job satisfaction (e.g. through social networks).

For the years 1989 and 1993 the duration of the corresponding course is measured by using different intervals (i.e. 1 day, up to 1 week, up to 1 month, up to 3 months, up to 1 year, more than 1 year, and more than 2 years). In this case, we have derived the duration of the courses by assigning midpoints to the bracketed duration variable. For the years 2000, 2004 and 2008, we have used the following question: “How long did (does) the course last? (days/weeks/months)”.

As noted earlier, the duration of training refers to the last three courses reported by individuals. This duration is obtained by adding the training lengths across the three courses. As a result, the subtotals obtained for the “number of courses” and “duration of training” and shown in Table 2 are not the same.

The GSOEP question used in 1989 and 1993 to identify the most important course was: “If in the previous question you answered that you took more than one course or class, which one was most important to your career?” The follow-up questions are only referred to this course (as, for example, the organiser of the training course).

In any case, we have analysed the responses to this question for the years 1989 and 1993 for the most important course and the results obtained were very similar to those shown in Table 4. These results are available upon request.

This test consists of the inclusion of three additional variables in our POLS model: (a) the number of waves in which the ith individual participates in the panel; (b) a binary variable taking the value 1 if and only if the ith individual is observed over the entire sample and 0 otherwise; and (c) a binary variable indicating whether the individual was observed in the previous period.
