Abstract

The crises in several parts of Africa and the Middle East (and Central America), in the first two of which minorities have been persecuted and displaced, have created waves of refugees and economic migration from these regions to Europe and North America. The volume of these population movements has provoked a populist backlash, symbolised by Donald Trump and Viktor Orbán. The challenge for the future of all kinds of political and social collective units is how to minimise exclusion and build institutions which are diverse and flexible, in a world increasingly on the move.
