Abstract

In Europe, national statistical organisations and Eurostat, the statistical office of the European Union, produce and disseminate official statistics. These organisations come together as partners in the European Statistical System (ESS). This paper describes the ESS, the challenges it faces and the modernisation efforts that have been undertaken based on a redesigned ESS enterprise architecture. It also outlines the probable future direction of the ESS.

Enterprise architecture is the organising logic for business processes and IT infrastructure reflecting the integration and standardisation requirements of the operating model of enterprises or institutions. The operating model is the desired state of business process integration and business process standardisation for delivering goods and services to customers.

These programmes were shaped by the High-Level Group for the Modernisation of Statistical Production and Services working under the UNECE (United Nations Economic Commission for Europe) and by the European Statistical System. In 2009 the ESS also defined its “Vision for the next decade”.

Many international organisations currently work on the eventual use of “big data” sources (such as scanner data in supermarkets) for official statistics.
